You probably don't want to wait any later than that or else your pentas may not have a chance to grow to maturity. If you are starting your pentas indoors then you might be able to get away with starting them a few weeks earlier.

In Valley the average date of last frost happens on March 15. It might get as low as 10°F during the coldest months of winter.

Since the USDA zone info for Valley may not be accurate from year to year the actual date of last frost changes from year to year. Half of the time in Valley it frosts late in the year after March 15 so make sure that you are ready to protect your pentas in the event of a surprise late frost.
