The last month that you can plant iberis and expect a good harvest is probably September. If you wait any later than that and your iberis may not have a chance to grow to maturity. If you are starting your iberis indoors then you might be able to get away with starting them a little bit earlier.

In Peru the average date of last frost happens on April 15. You should expect an average low temperature of -15°F in the coldest months of winter.

Always keep in mind that the actual date of last frost may not be accurate from year to year because it is based on the USDA zone info for Peru and it will vary from year to year. Half of the time in Peru you get surprised by a frost after April 15 so just be sure to be ready to cover your iberis in the event of a surprise late frost.
