Leeks do ok in pretty solid cold which means that you can plant them much earlier in the year than more sensitive plants.

The earliest that you can plant leeks in Zone 1a is May. However, you really should wait until June if you don't want to take any chances.

The last month that you can plant leeks and expect a good harvest is probably July. If you wait any later than that and your leeks may not have a chance to really do well. You can get started a few weeks earlier by starting your leeks indoors.

Since the USDA zone info for Zone 1a is not always accurate the actual date of last frost can change quite a bit from year to year. Half of the time in Zone 1a it frosts late in the year after June 15 so just be sure to be ready to protect your leeks in the event of one of those late frosts.
