The earliest that you can plant clover in Zone 1b is June. However, you really should wait until July if you don't want to take any chances.

The last month that you can plant clover and expect a good harvest is probably July. If you wait any later than that and your clover may not have a chance to grow to maturity. You can get started a couple of weeks earlier by starting your clover indoors.

In Zone 1b the average date of last frost happens on June 15. You can expect an average low temperature of -55°F in the coldest months of winter.

Remember that USDA zone info for Zone 1b is not always accurate and the actual date of last frost will vary from year to year. Half of the time in Zone 1b it frosts late in the year after June 15 so just be sure to be ready to protect your clover if you have a late frost.
