The earliest that you can plant hibiscus in Zone 1b is June. However, you really should wait until July if you don't want to take any chances.

The last month that you can plant hibiscus and expect a good harvest is probably July. If you wait any later than that and your hibiscus may not have a chance to grow to maturity. If you are starting your hibiscus indoors then you might be able to get away with starting them a couple of weeks earlier.

In Zone 1b the average date of last frost happens on June 15. In the coldest months of winter you can expect an average low temperature of -55°F.

Keep in mind that the actual date of last frost is not always accurate because it is based on the USDA zone info for Zone 1b and it changes from year to year. Half of the time in Zone 1b there is a last frost after June 15 so make sure that you are ready to protect your hibiscus in the event of a surprise late frost.
