You should be able to estimate when it's possible to plant stocks by referring to the USDA zone info for Zone 13a.

Stocks do ok in moderate cold which tells us that you can start planting them slightly earlier than other plants that might not handle the cold.

The last month that you can plant stocks and expect a good harvest is probably November. Any later than that and your stocks may not have a chance to fully mature. Starting your stocks indoors is a great way to get them started a few weeks earlier.

In Zone 13a it never frosts. It might get as low as 60°F during the coldest months of winter.
