You can plant scallions slightly earlier in the year because they do ok in moderate cold.

The earliest that you can plant scallions in Zone 9a is February. However, you really should wait until March if you don't want to take any chances.

The last month that you can plant scallions and expect a good harvest is probably September. You probably don't want to wait any later than that or else your scallions may not have a chance to fully mature. If you are starting your scallions indoors then you might be able to get away with starting them a little bit earlier.

Last Frost Date

In Zone 9a the average date of last frost happens on February 15. You can expect an average low temperature of 20°F in the coldest months of winter.

Always keep in mind that USDA zone info for Zone 9a is just an average and the actual date of last frost changes from year to year. Since half of the time in Zone 9a you get a frost after February 15 be ready to protect your scallions in the event of a late frost.
