Since bougainvillea are not cold tolerant it's necessary to wait until after the last frost has passed before you can plant them.

The last month that you can plant bougainvillea and expect a good harvest is probably September. Any later than that and your bougainvillea may not have a chance to fully mature. You can get started a few weeks earlier by starting your bougainvillea indoors.

The average date of last frost is January 31 in Ontario. You should expect an average low temperature of 30°F in the coldest months of winter.

Keep in mind that the actual date of last frost may not be accurate from year to year because it is based on the USDA zone info for Ontario and it is different every year. Half of the time in Ontario it frosts late in the year after January 31 so always be ready to protect your bougainvillea in the event of one of those late frosts.

This means that on a really cold year, the coldest it will get is 30°F. On most years you should be prepared to experience lows near 35°F.
