You can plant carrots a little earlier in the year because they are moderately cold tolerant.

The earliest that you can plant carrots in Ontario is January. However, you really should wait until February if you don't want to take any chances.

The last month that you can plant carrots and expect a good harvest is probably October. If you wait any later than that and your carrots may not have a chance to fully mature. You can get started a couple of weeks earlier by starting your carrots indoors.

Last Frost Date

On average all chance of frost has passed is on January 31 in Ontario. You can expect an average low temperature of 30°F in the coldest months of winter.

It's important to remember that the actual date of last frost is just an average because it is based on the USDA zone info for Ontario and it changes from year to year. Since half of the time in Ontario there is a last frost after January 31 be ready to cover your carrots if you have one of those late frosts.

This means that on a really cold year, the coldest it will get is 30°F. On most years you should be prepared to experience lows near 35°F.
