One way of estimating when it's a good idea to plant snapdragons is to examine the USDA zone info for Ontario.

The last month that you can plant snapdragons and expect a good harvest is probably October. If you wait any later than that and your snapdragons may not have a chance to really do well. You can get started a couple of weeks earlier by starting your snapdragons indoors.

On average the last frost when the weather gets warmer is on January 31 in Ontario. It might get as low as 30°F during the coldest months of winter.

Remember that USDA zone info for Ontario is an average and the actual date of last frost is different every year. Since half of the time in Ontario last frost occurs after January 31 be ready to cover your snapdragons in the event of one of those late frosts.

This means that on a really cold year, the coldest it will get is 30°F. On most years you should be prepared to experience lows near 35°F.
